Abstract
Figures show that the internet user worldwide extremely increase year by year, noted at least from around 7.4 billion world population, 3.5 billion are active internet user, it was increased 20%, by the number, it also stimulates the use of the Internet to deliver information, every agency, institution, business owner and many others are vying for airing their information to the internet. Notwithstanding this rapid progression understand that there are stumbling blocks in accessing internet, this is true especially for disability people. meanwhile it was stated from OHCHR convention in the article 21 that every individual with disabilities can exercise the right to freedom of expression and opinion, including the freedom to seek, receive and impart information and ideas on an equal basis with others and through all forms of communication of their choice.
