Abstract

Information Technology (IT) is one of the areas that has evolved rapidly, including Computer Based Information System, or often called CBIS. Almost all aspects of society has been using integrated and advanced information system as a substitution of the manual system that is deemed inefficient. The development of information technology is very fast because it is supported by the existence of the internet as an information retrieval tool that has been considered very complete. In the order of democratic life in a country, every citizen should have a diversity of attitudes in the delivery of the opinion to the distribution of its aspirations to a constitutional legislature. Specific action they often encounter is in the general election, for example, to choose the mayor and his deputy. Electoral system that is used today still has some weaknesses and shortcomings that must be minimized. Some weaknesses and shortcomings frequently include a long time counting of the ballots in an area that become the data to be sent to the Election Headquarter. The data then is counted to get the total number of incoming votes in the election. The human resources as the agent of counting ballots then find difficulty to count them since they have to execute manually and count them per sheet. Another problem like torn ballots due to the errors of election procedures committed by voters can cause invalid votes and can loss for both the voters as well as they cannot fulfill the aspirations and the mayor candidate which is his votes should be included to support him but are not counted as part of order (not valid). This final project describes the activities and new web-based system to facilitate the implementation of the General Election of Mayor and Vice Mayor of Semarang. The system design that will be discussed include the design of selection system flow, database design, and implementation of the system to ease the voting process and the counting of the ballot in reducing the likelihood of the deficiencies that exist in the old system.
