    Abstract

    The process of evaluation (assessment) conducted employee performance each year so that the Office of Library and Archives Semarang require standardized procedures to establish requirements for an employee to get a promotion or occupy a certain position in the Office of Library and Archives of Semarang. The problem that arises now is if the process of evaluation (assessment) complex that is happening now is that there is generally a direct employee to obtain a promotion campaign which only saw the first criterion alone, but the employees are not necessarily superior to some other criteria, but still get promotion for promotion .. the aim to be achieved is to reduce the complexity of the decision-making process due to the many alternative uses Fuzzy Gap Analysis and to subjectivity in decision making can be reduced and can be replaced with the implementation of all the criteria for all employees so that employees are expected to the ability (and other considerations) that best terpilih.Fuzzy Gap Analysis is the process of comparing individual competencies into job competencies that can be known difference competence (also called gap). The smaller the gap, the resulting value is the greater weight that means having greater opportunities for employees with the most excellent performance. Fuzzy Gap Analysis serves as a tool to speed up the process between the employee profile with a good performance with a profile so that employees can get information more quickly, better to understand the gap between employees with good performance. The results achieved in this thesis is the establishment of an expert system employee performance evaluation in the Office of Library and Archives of Semarang which can be used to assess the performance of the main factors that assessment consists of loyalty, obedience, achievement, honesty, cooperation, initiative and contributing factors supporting which consists of the leadership, responsibility.
